The PWRDF started in 1959 in Springhill, Nova Scotia. A mine disaster took place on October 23, 1958, 174 men were in the mine when it collapsed and 75 died as a result. The tragedy caused Anglicans and other Canadians to assist the affected families. The Anglican Church recognized the need for an efficient process to direct assistance quickly in emergency situations and established the Primate’s World Relief Fund.

1969 saw the name changed to the Primate’s World Relief and Development Fund.
